Friend of mine recently performed a 60K on his bone stock 1994 Slicktop NA (US car).

Symptom
After completing the 60K, the car won't crank. Dash lights up, starter relay clicks, but the starter is not turning the engine.

"Security" light is *not* coming on the dash, though owner claims to never have seen it in the past - initially suspected bulb may be out.

We've tried a number of diagnoses, but haven't had any luck in getting this thing to crank.

Diagnoses Performed
- Battery charged and checked - passed
- Tried another battery "just in case" - no change
- Battery terminals and posts cleaned
- Confirmed all grounds are making a good connection and are connected
- Checked CAS connector for corrosion - clean
- Confirmed that the engine could be turned over by hand at the crank bolt - nothing binding
- Starter removed and bench tested - passed
- Starter relay removed, bypassed - no change - can also hear the relay clicking
- Confirmed that starter is receiving 12 volts
- Bypassed theft relay - no change
- Fusible links, relays and other fuses checked

At this point, all signs are pointing to something with the stock alarm system. I've never had any issues with my theft system, so I'm not that experienced in this area.
We ran through a few of the FSM electrical diagnoses at the theft ECU in the passenger floor panel (M91(?) harness). I ran out of time, but tested 4-5 of the items at the theft ECU and harness, and they all passed.

Here's why I think it may be stock alarm related:
- The security light is not coming on in the dash at all
- The stock alarm doesn't seem to be arming - I run through the arm process, wait and unlock the door through the window and the alarm doesn't sound.

I was on a short timeline, so pulling the cluster to check the bulb wasn't an option, but it's likely something to check next. Makes me wonder if a fuse was missed someplace?
Is there a way to bypass the stock system to at least rule it as the root cause? I tried starting the car with the harness disconnected from the theft ECU, but no change.

Any guidance would be appreciated. Thanks!
